Mr. Gent,

I attach a copy of a report by Mr.

Hamilton (Assistant Auditor in Hong Kong) to

the Acting Auditor regarding this loss of cash,

which gives more information about the case

than is contained in the Governor's despatch.

I think that a further explanation is required

with reference to :

(a) The responsibility for the apparently in-

adequate system for the safe custody of the key.

(b) Any reason why the officer responsible for

the safe custody of the cash should not be held

responsible for the loss.
